Allen was born in March 1945 in Upper Darby, Pennsylvania and graduated from Downingtown High School in 1963. He returned to the United States and attended Temple University.
He met and married the love of his life, Lucy Acosta, in March 1974. They were married for 50 years. They hiked through the Alps, drove the Alaskan Highway and shared their lives with one another. His career included work as a journalist, photographer, and editor for the Coatesville Record, co-owner of Sun Ledger and Coatesville Ledger newspapers. He also owned the Coatesville Free Press and later the Chestercountyreporter.com. He was a proud member of the NAACP.
